Although there are various improvements to the basic services, these are not integrated into the general administration, in many cases the existing platforms are not customer-oriented, and often a digital administration is more cumbersome than a customer-friendly service.
According to experts, today in public administration, only 16 percent of the cases that can be handled completely online account for the general administration, and in addition, the existing platforms do not necessarily use customer-friendly solutions.
Here are the four basic digital services
Four basic digital services form the basis of the digital transition:
1. ePersonal identification,
2. ePosta,
3. eDocument management, and
4. ePayment.
The integration of the four basic services into the processes of individual state bodies is a particularly important element of the National Digital Citizenship Program.

Estonian citizens have the opportunity, for example, to electronically identify themselves via a state platform and to exercise their right to vote online, as well as to sign an electronic document.
The new application for digital personal identification will be developed in accordance with the eIDas regulation of the European Union, which is being updated. According to the plans,

ePosta is a basic service for identification and authenticated correspondence that enables easy-to-use, two-way official communication. The current Hungarian ePosta platform is only partially integrated into the general administration and has only limited functionality. According to the plans, in the further development of ePosta in Hungary, the user interface will be easy to understand, and it will be able to display different mail streams in a structured way and without downloading additional documents, both on the web and on mobile devices. The communication with the offices will be accepted as an official letter, which means that both the state bodies and we can consider it as a reference.
The eDocument managementa digital solution with which citizens and companies can find their documents accumulated during their administration and the state's data stored about them in one place, in a user-friendly way. According to experts, this document management function should be similar to the Electronic Health Service Area. eeszt.gov.hu is a comprehensive and fully integrated document and database solution in healthcare processes, which provides access to all relevant data of the patient, which has been digitally recorded, and all necessary healthcare documentation is available to the citizen through the platform, regardless of the issuing institution.
The planned eDocument management solution must ensure that all documents and data related to the administration of citizens are available on one platform. The data is automatically saved in a permanent storage, from which the documentation will always be available online. According to the plans, the platform will also be effectively connected to the ePosta solution, and it can also provide the opportunity to store private contracts (e.g. real estate or vehicle sales contracts).
The ePayment solution is a service environment through which officially accepted, easy-to-use, transparent online payments are implemented. The payment process for transactions involving payment is thereby significantly simplified.
